Evidence for Strengthening Rule of Law in LMICs: Insights from an Evidence Gap Map

This document is a summary report on evidence for effective Rule of Law, prepared by Lina Khan and Jane Hammaker, 3ie. The report presents an Evidence Gap Map (EGM) that synthesizes the existing evidence on what works to strengthen Rule of Law, particularly in low- and middle-income countries. The EGM includes over 700 studies, with a focus on interventions and outcomes related to systems, services, and society. The report highlights the gaps in the existing evidence, including the limited number of high-quality impact evaluations in low- and middle-income countries, and the need for more research on non-crime and longer-term outcomes. The report also identifies promising areas for future research, including selection and certification process reform, professional association capacity building, and support to civil society and the media.
