This study investigates the extent to which the GOI policy Nine Years Universal Basic Education (NYUBE) has been achieved especially in relation to the expansion of Junior Secondary Education (JSE). It investigates the challenges and problems facing the Government in achieving its target of a maximum participation rate in Junior Secondary Education (JSE and investigates the large drop in participation which occurs during transition from primary to junior secondary schools.
