This report contributes to the USAID/Senegal life-of-strategic objective assessment of the impact of the seven agriculture and natural resource activities under strategic objective 2 (SO2) in the period 1992-1998. Since 1962, USAID has supported programs in natural resource management in Senegal, however, it recently terminated its environmental SO2, “Increased crop productivity through improved natural resources management in zones of reliable rainfall.” For the period 1998-2006, the mission has recast SO2 as “More effective, democratic, and accountable local management of services and resources in targeted areas.” The majority of this report analyzes the Projet de Reboisement du Senegal (Senegal Reforestation Project (SRP)), based mainly on field work in November and December 1998. Following that, the report provides observations on the follow up project to SRP, the Community Based Natural Resource Management (CBNRM) project, on the USGS EROS Data Center environmental monitoring effort, and on the 1998 Knowledge, Attitudes, and Practices Survey.
