Evaluates project to establish a nucleus of universities to supply Indonesia”s agricultural manpower needs. Evaluation covers the period 4/79-7/80, and is based on reports by participating universities and site visits. The project has progressed well, despite Government of Indonesia (GOI) difficulty in switching from grant to loan funding. As planned, initial success at the two urban universities, Bogor Agricultural Institute (IPB) and Gadjah Mada University (UGM) has been replicated at the six provincial universities, Padjajaran University (UNPAD), Brawijaya University (UNIBRAW), North Sumatra University (USU), Andalas University (UNAND), Udayana University (UNUD), and Hasamuddin University (UNHAS). Undergraduate programs have been installed at all six provincial universities (but not at UGM). Graduate programs in 17 disciplines have been begun at IPB, UGM, and UNPAD, although Ph.D. programs at the latter two still focus on pure research. A total of 104 university professors have received in-country or U.S. M.S./Ph.D. fellowships. Programs of most U.S. participants, which are taking place at MUCIA (Midwest Universities Consortium for International Activities) universities includes an administrative internship. GOI plans for developing an advanced institution for training university officials are well underway. University programs have been established in rural/community service and applied agricultural research; under the latter, 292 research projects have been conducted at the six provincial universities. All universities have received new buildings and laboratories, plus funds for library improvement. GOI financial support in real terms has increased yearly as planned. The Project Assistance Completion Date has been extended to 7/15/82. It is recommended, inter alia, that: (1) MUCIA”s home office maintain closer contacts with participants during thesis preparation; (2) commodity clearance procedures be regularized to assure timely delivery in the future; and (3) in regard to in-country trainees, that semiannual academic progress reports (at Ph.D.-level only) and uniform management procedures be developed.
