Grant to the African Institute for Policy Analysis (AIPA) to support and enlarge its activities in the area of economic policy analysis and training related to economic restructuring in a post-apartheid South Africa. AIPA, an independent organization associated with the University of Cape Town, was incorporated in 1992 with the purpose of engaging in high-level, nonpartisan, interdisciplinary economic policy analysis. It is one of a very small number of South African economic institutions headed by a black South African. The USAID grant is intended to provide “seed funding” to this new institution, financing salaries and operational costs such as rent, travel, and per diem at a critical juncture.
