Subproject to institutionalize a Government of Egypt (GOE) capability to collect and analyze data needed for energy policy planning. Emphasis will be on institution building, professional development, and conducting special energy planning studies. A new GOE Organization for Energy Planning and Analysis (OEPA) will implement the subproject. First, the OEPA will be established to develop and maintain various systems for collecting and analyzing energy and energy-related economic data needed for planning and policy analysis. Assistance in this task and in other phases of the subproject will be provided by the U.S. Argonne National Laboratory and other U.S. Government agenices. Specific institution building tasks will include establishing necessary organizational and administrative mechanisms; training OEPA staff in a variety of topical areas; selecting, transferring, installing, and testing a range of analytical tools and methods; establishing systems and procedures for data base development and systems analysis; and acquiring needed computer hardware and software. In addition to training of OEPA staff (cf. above), professional development opportunities will be made available to personnel from other GOE organizations which supply data to the OEPA, thus building a trained cadre of energy-conscious GOE personnel. In order to respond to the immediate need of the GOE Supreme Council on Energy for energy data and to support the OEPA until it is fully operational, U.S. and Egyptian experts will undertake a series of special studies. These studies will provide policymakers with an understanding of current energy and economic issues and policy alternatives; allow OPEA staff to gain hands-on experience; and complement OEPA analytical and data base development activities.
