Evaluates project to develop water resources in the Tarrafal region of Cape Verde. Evaluation is attached to special evaluation (XD-AAJ-392-A) and covers the period 1/77-11/81. For information on methodology, inputs, outputs, purpose, and lessons learned, see the attached evalution. Water investigations have not gone as far as hoped by the Government of Cape Verde (GOCV), nor has the project led to any actual irriga- tion. Thus, the remaining time under Phase I will be dedicated to intensified data collection and exploitation of water resources discovered to date. It is recommended that: (1) additional funding be negotiated to complete Phase I and the project be extended 1 year; (2) the GOCV establish a plan and timetable for well exploration, designating who will manage and coordinate the project; (3) a program be developed for generating hard data on watershed exploitation; (4) a baseline survey be made on area irrigation (i.e., irrigation methods, location of wells and other water resources, farming methods, etc.) and a plan be developed to select farmers for irrigated areas; (5) improved procurement plans be developed; (6) water use plans be developed regarding household consumption, experimental farms, and small farm plots; and (7) A.I.D. respond to Ministry of Rural Development needs for technical assistance to complete Phase I plans.
