Grant is provided under the Human Rights Initiative Project to the Instituto Libertad y Democracia to partially support a 3-day symposium on imperialism, to be held 11/11/81 in Lima, Peru. The symposium will bring together 1,100 persons from various elements of Peruvian society — universities, trade unions, professional and business associations, the military, the judiciary, political parties, government, the media — in addition to speakers and observers from other Latin American countries, the United States, and Europe. Participants will examine the concept of imperialism as used in Latin American political language and assess its influence on Peru”s political stability and economic development. The first day will be devoted to examining cultural factors at the root of misunderstandings between developed and developing countries; the second day to specific legal, economic, and political areas in which perceptions of imperialism create barriers or influence options for economic development; and on the third day, representatives of Peru”s principal political factions will present their views on foreign relations with developed countries.
