Grant to America-Mideast Educational and Training Services (AMIDEAST) to assist the International Development Law Institute (IDLI) in Rome, Italy, in providing training to private sector lawyers, particularly in specialized legal topics relating to private enterprise. AMIDEAST will provide fellowships for some 24 participants in IDLI”s program, which consists of: 12-week Development Lawyers courses, focusing on building legal skills that can be used in public or private practice in the context of project financing, legislation, and international procurement; and 2-week International Business Transaction (IBT) seminars, focusing on specialized topics. AMIDEAST will also finance IDLI”s costs for the IBT seminars, which will address two topics. (1) “Resolving International Commercial Disputes,” taught in English, will explore a hierarchy of methods for resolving disputes to benefit developing country lawyers and legal advisors responsible for the negotiation and drafting of international commercial disputes. (2) “Parastatal Organization,” taught in English and French, will present, inter alia, a variety of options for dealing with the inefficiences and inappropriateness of parastatal organizations, primarily privatization and divestiture. The grant also funds two 1-week IDLI workshops, to be held in host countries, to address such topics as legal constraints to private enterprise, promotion of foreign investment, and capital market development.
