PES of project to develop the data collection and analysis capabilities of Rwanda”s Ministry of Agriculture, Livestock, and Forests (MINAGRI), within its Service d”Etudes, Enquetes et Statistiques Agricoles (SESA). PES consists of a facesheet attached to external midterm evaluation (XD-AAT-913-A), which covered the period 11/83-1/85. The PES enumerates 17 action decisions, calling for: (1) U.S. Master”s training in agricultural economics for a Rwandan agricultural engineer or agricultural economist, beginning Fall 1985; (2) long-term U.S. training in agricultural economics, beginning Fall 1986, for the Rwandan project chief; (3/4) long-term TA for SESA from an agricultural economist from a U.S. university, and an agricultural economist to fill that role in the interim; (5) short-term U.S. or third-country training for SESA personnel (including 1-year training for the Director and 2 others); (6) development of a training plan; and (7) amending SESA”s project documentation to allow for the provision of 5-6 years of supplementary assistance and contracted institutional assistance. The U.S. Bureau of the Census (BUCEN) should: (8) extend its support to SESA through the end of the project in May 1986, and in a limited manner beyond that; and (9) obtain a commercial computer program if the program planned for use by SESA is not delivered by 3/31/85. SESA should: (10) fill 2 vacant positions with skilled supervisors from the prefectural surveys; (11) implement a budget analysis; (12) exchange data from the national agricultural survey with data from the Ministry of Planning”s household budget/consumption survey on those farms included in both; (13) hire a liaison officer to be responsible for delivering information and survey results to the Government of Rwanda and donors; (14) develop a budget for the acquisition of professional documents, books, and journals; (15) limit its new activities in 1985-86 to allow for the completion of analysis of the national agricultural survey data; (16) purchase 3 additional microcomputers and a printer by 5/85 and develop a 2-year microcomputer acquisition plan; and (17) initiate an internal review of its administrative procedures and interaction with staff.
