Project, follow-on to 6980363, to develop and strengthen free labor institutions in Africa by supporting labor programs sponsored by the African-American Labor Center (AALC) in Botswana, Ghana, Kenya, Lesotho, Liberia, Mauritius, Senegal, Sierra Leone, Sudan, South Africa, Togo, Zaire, Zambia, and Zimbabwe. AALC will use A.I.D. funds to develop and implement an output-specific programming approach which will be reflected in annual AMLC-prepared Country Labor Plans (CLPS). In addition, AALC will assist national labor movements to develop or improve: (1) free labor institutions such as trade unions, cooperatives, and credit unions; (2) worker education, trade union research, and journalism; (3) literacy, leadership, and advanced training programs; (4) women”s programs, including income-producing projects and maternal and child care; (5) community service projects; (6) cooperative and credit union education and the development of cooperative programs through the provision of expertise, capital, and equipment. In connection with these programs, AALC will conduct an annual self-evaluation of all program activities; undertake surveys and studies to develop CLP”s and evaluations; seek cooperation and financial support from other unions and international organizations; provide participant training in the United States and third countries; provide assistance to certain AFL-CIO affiliated unions and international trade secretariats (ITS) in support of objectives set forth in CLP”s; and provide consultation to AID/W, U.S. Embassies, and USAID”s regarding labor affairs in Africa. Other AALC activities will include limited assistance to 10-15 additional African countries through ITS programs and impact projects, and assistance to regional efforts such as the credit union and cooperative development movement, the Regional Economic Research and Documentation Center (CREDE), and the African Institute for Higher Trade Union Studies (IAHES).
