Abstract

The assessment framework consists of seven steps: identifying goals and performers, creating investigative questions, developing a data collection plan, collecting data, analyzing data and identifying needs, summarizing findings and reporting, and action planning. The guide provides tools and templates to support each step of the process, including worksheets for performer analysis, stakeholder analysis, and logic models. The document is intended for government health agencies, NGOs, and civil society organizations interested in improving health provider performance and community health outcomes.
