The Jordan Rule of Law Program, a USAID-funded initiative, has made significant strides in enhancing judicial performance and increasing public confidence in the justice system.

Abstract
The program's technical team has continued to work towards closing out technical projects and transitioning data knowledge to the Ministry of Justice's Information Technology Development (ITD) staff. One of the key accomplishments of the program is the development of the File Tracking System, which was piloted in the North Amman Court. This system allows for the precise location of court files at any given time, reducing file movement and easing procedural burdens. The program has also provided significant support to the Cassation Court Technical Office, including the delivery of a comprehensive Jordanian/Arab legal database, AL QUSTAS, to all judges and researchers. The Court Administrator Program has been successful in equipping court administrators with the knowledge and skills of court administration best practices. The program has completed the intermediate module courses for 21 participants at the Judicial Institute of Jordan, covering topics such as leadership, management, and budgeting. The program has also worked with a local architect and the North Amman First Instance court to renovate the existing facility, combining all administrative departments on one floor and expanding storage warehouses. The computerization component of the project has been closing out facets, including software deliverables, court transition support, development cycle, and inventory. A full transition is anticipated to be completed by the end of October, including court support, knowledge transfer from ROLP's technical team to the MOJ-IT department, and inventory turnover. The program has also provided training to MOJ IT staff on testing procedures for MIZAN V2 and rollout procedures and checklists, as well as advanced IT topics related to data center technology. The program has also made progress in the area of knowledge transfer, with four MOJ IT employees completing 25 hours of training on Oracle Administration workshop one and 50 hours of training on Oracle Administration workshop two and Oracle performance tuning. The program has also established a MOJ Rollout team, which has begun launching the Civil Execution application at the East Amman court under ROLP supervision. The program has also been working with the Ministry of Justice to reduce administrative complexity within the courts and simplify workflow. The program has provided significant work related to the implementation of the Judicial Council's Administrative Units Regulation of 5-2010, including delivering a proposed organizational structure for the Administrative Units, preparing a Courts' Needs Assessment Workshop, and assisting the media sector of the JC to develop a periodical publication. The program has also been working with the Development and Planning Unit of the JC to design a proposed annual report, develop a 2012 action plan, and establish Key Performance Indicators of the Administrative Units. The program has also been working with the Administrative Units to create a new 3-year strategic plan for the JC. The program has also been working with the Ministry of Justice to improve access to justice, rule of law, and public awareness of the rule of law. The program has provided significant support to the Judicial Institute of Jordan, including the delivery of a comprehensive Jordanian/Arab legal database, AL QUSTAS, to all judges and researchers. The program has also been working with the Ministry of Justice to promote an independent and empowered judiciary while increasing its transparency and accountability. The program has provided significant support to the Judicial Council, including delivering a proposed organizational structure for the Administrative Units, preparing a Courts' Needs Assessment Workshop, and assisting the media sector of the JC to develop a periodical publication. The program has also been working with the Ministry of Justice to enhance judicial performance to reduce delays and increase public confidence. The program has provided significant support to the Cassation Court Technical Office, including the delivery of a comprehensive Jordanian/Arab legal database, AL QUSTAS, to all judges and researchers.
