Abstract
In particular, the paper explores the following: (1) the democracy and governance challenges related to climate change programming; (2) program approaches that can be used to address these challenges; and (3) recommendations as to how democracy and governance tools and approaches can increase the effectiveness of climate change programs. This paper also includes a chapter on using a country"s democracy and governance capacity as a programming consideration, and a chapter on the impact climate change will have on democracy and governance within affected countries. The paper includes: (1) a context overview of relevant issues; (2) a summary of recent scientific findings on climate change; (3) a brief overview of USAID climate change activity; and (4) a discussion of the programming implications of the recently developed Copenhagen Accord Framework Convention on Climate Change.
