Abstract
Government (USG) laws and policy while working with the Department of State/Office of the Director of Foreign Assistance (State/F) on new procedures intended to apply to State and USAID programming of foreign assistance funds. It explains how USAID is adapting the procedures that allow it to manage for long-term results and development impact, retaining rigorous internal management and documentation standards while collaborating with State/F and other USG agencies on implementing a new foreign assistance policy agenda and reporting system. The three fundamental dimensions that characterize USAID"s role in planning are (1) strategic planning; (2) assistance objective (AO) planning; and (3) project planning. (Author abstract, modified)
