Abstract
Project inputs included long-term and short-term training (both in-country and overseas), and long- and short-term TA. A team of advisors was placed in the Ministry of Agriculture"s Directorate of Studies and Planning. The project concentrated on the Directorate"s capabilities in agricultural statistics and economic planning. This case study examines the design and implementation of the project, as well as its impacts and the lessons learned from this example. This examination reveals that progress in building capacity in statistics was significant, while progress in the economics component was less dramatic. The greater relative success of the statistics component is found to lie, in part, in the bias of project management in its favor, as well as in the lack of consensus between the GRC and the technical advisors regarding objectives for the economics component, its vague management, and its lack of a clear workplan.
