In addition to their traditional function as a training mechanism when applied to policy analysis, workshops provide excellent fora for on-the-job guidance, information transfer, and dialogue between policy analysts and decisionmakers.

Abstract
Three workshop formats - skills development, policy making, and policy systems - have been developed under A.I.D."s Agriculture Policy Analysis Project (APAP) to support Missions" efforts to help host countries build and better utilize their policy analysis capacity. This paper describes these formats and outlines the APAP support services available for policy workshop preparation and presentation. Oklahoma State University, which leads the APAP workshopping activity, is particulary noted; other sources include APAP staff members and consultants. Although no one workshop can meet all Missions" needs and circumstances, APAP"s experience has shown that workshops can be extremely effective in helping decision makers in developing countries analyze and communicate policy alternatives. Annexes provide information for estimating policy workshop costs and a bibliography of publications prepared in conjunction with APAP workshops.
