Abstract
This paper identifies these constraints, discusses A.I.D."s goals and objectives for the sector, and then proposes an agricultural sector strategy for new project identification. The strategy is expressed in four major lines of endeavor: (1) establishing a trade-off between economic stabilization and sufficient agriculture-led growth to offset declining prices and restrictive demand; (2) encouraging the development of market towns; (3) implementing programs and policies to obtain enhanced but sustainable production levels from the natural resource base; and (4) improving sectoral capabilities in policy analysis and monitoring. A final section provides specific recommendations for A.I.D. assistance in the near (FY88-89), mid (FY90-93), and long (FY94-97) terms. Appendices include a primer on agricultural development, a discussion of markets for foreign exchange, notes on Honduras"s National Development Plan, and an analysis of USAID/H"s portfolio.
