Abstract
PVOs and NGOs that are interested in implementing development programs in the Baltic States (Estonia, Latvia, and Lithuania). The report will include an assessment of critical need areas and of the availability of resources such as funding, technical expertise, and educational and training opportunities. The Foundation hopes to enlist the support of public and private American institutions in accelerating the restructuring of the Baltic economies in accordance with free market principles.
