Grant to Instituto Libertad y Democracia (ILD), a Peruvian PVO, to strengthen its institutional capability and develop an expanded international research and training program in conjunction with its conversion into an international organization.

Abstract
The main emphasis of ILD to date has been on the working of the informal sector in Peru. The grant will fund four major activities. (1) ILD will conduct a major multifaceted research program, the results of which will be used to formulate policy changes or reforms in Peru, especially in areas where the informal sector plays a large role (e.g., housing and manufacturing). (2) Outreach and dissemination activities will be carried out, including the promotion of the ILD thesis and methodology, dissemination of legislative proposals proceeding from ILD research, dissemination of information on the informal sector outside of Peru, etc. (3) In response to interest generated by the ILD publication El Otro Sendero, a program will be developed to train other Latin American organizations to initiate efforts similar to those of ILD. Training will be in the form of brief meetings with high-level delegations, seminars for technicians, manuals and texts, TA to research programs in other countries, and selection of foreign counterparts for ILD technicians. (4) ILD will select a person or organization to coordinate its international activities in Washington, D.C. The coordinator will be responsible for maintaining the flow of information between ILD in Peru, major donor agencies, and academicians and groups engaged in informal sector studies or Third World economic institutional reform. The coordinator will also make logistical arrangements for ILD consultants, arrange the activities of the ILD technical review committee, and serve as the liaison to USAID/P and A.I.D./W.
