Abstract
assistance during FY85 was devoted to promoting private enterprise in developing countries, as is shown in this comprehensive analysis of the Agency"s expenditure data for that year. Although only 4.4% ($119 million) of this assistance was provided directly to private businesses, a much larger percentage (27.4% or $747.6 million) flowed to the private sector through host government intermediaries, PVO"s, and nonprofit organizations. Additionally, expenditures supporting policy dialogue (16.8% or $460 million) directly benefited the private sector by helping to create a climate in which private enterprises may grow and flourish. It should also be noted that the remaining 51.4% of A.I.D. assistance, which aimed at supporting traditional public service functions rather than directly promoting private enterprise, is itself generally beneficial, if not essential, to private sector growth. The bulk of this report consists of brief narrative descriptions of FY85 projects and project elements that support private sector development. (Author abstract, modified)
