Abstract
The project, which will be coordinated by the American Institute of Free Labor Development, will include training, exchange visits, and strengthening of union services in, e.g., collective bargaining and occupational health. The American Federation of State, County, and Municipal Employees and its ITS counterpart, Public Services International, will commence a program of seminars for public sector union leaders and technical support visits to national labor organizations, to emphasize improved health care, government services, and social security programs; they will assist organizing campaigns in Panama and Brazil. The Amalgamated Clothing and Textile Workers Union and the Interamerican Federation of Textile, Leather, Garment, and Shoe Workers (FITITVC) will develop educational/organizing programs that address the needs of the unions" largest constituency, working women. FITITVC will also sponsor seminars on, e.g., industrial health, contract enforcement, and collective bargaining, and conduct courses in union organizing in several countries. The American Federation of Teachers (AFT) and the International Federation of Free Teachers Unions will help develop teachers" unions in Argentina, Chile, the Dominican Republic, Ecuador, and Mexico; AFT will offer training in areas such as collective bargaining and leadership. The Communications Workers of America (CWA) and Postal, Telegraph, and Telephone International (PTTI) will conduct educational programs focusing on union services, organizing, and leadership development. Also, a campaign will be conducted to spread the network of CWA-PTTI affiliates beyond the field of communications to the electric power industry. The AFL-CIO"s Department of Professional Employees and the International Secretariat for Arts, Mass Media, and Entertainment Trade Unions will organize exchange visits and a conference to examine technology affecting unions in the hemisphere"s four principal filmmaking nations -- the United States, Argentina, Brazil, and Mexico. The United Food and Commercial Workers International Union and the hemispheric branch of the International Federation of Employees and Technicians will hold training conferences at the local, regional, and national levels in 12 countries. Topics will range from the role of women and youth in non- manual labor unions to the impact on service workers of new technologies, and the emergence of new challenges, such as the AIDS epidemic and how it affects health care workers. The Glass, Molders, Pottery, Plastics, and Allied Workers and the International Federation of Chemical, Energy, and General Workers will provide TA and training to affiliates. Finally, the Transport-Communications International Union and the International Transport Workers Federation will conduct seminars on issues such as airline deregulation and occupational health and safety.
