Abstract
The paper is divided into three parts: first, an explanation of the problem of underdevelopment as it confronts Zambia; second, an analysis of the policies adopted by the newly independent Zambian government; and, third, the suggested outline of a development strategy which might more effectively achieve Zambia"s goals, given the existing constraints.
