Abstract
The report provides recommendations on how to measure USAID efforts to fight corruption and promote transparency and integrity, improve the Activity-level indicators of current GRC Activities, and align them with the indicators of the current Results Framework. The analysis included two stages. First, was an analysis of the Activity-level indicators to identify gaps between outcomes and outcome indicators, as well as convergences among Activity outcome indicators. During the second stage, ICME carried out an analysis of the consistency between the Activity-level indicators and the new RF indicators, as well as consistency between the new RF and their associated indicators. As a result of the analysis, ICME was able to confirm the consistency between outcomes and outcome indicators at the Activity-level, and between the new RF and the new RF indicators. However, USAID should continue its efforts working with the Implementing Partners (IP) to standardize the methodologies to design indicators and promote the use of indicators that measure outcomes that can be reasonably attributed to USAID Activities. The report includes proposed outcome indicators for this purpose and their associated Performance Indicator Reference Sheet (PIRS).
