Abstract
The activity is implemented by a consortium of international and local organizations, with the primary goal of enhancing the country's energy governance and regulatory framework. The activity is funded by the United States Agency for International Development (USAID) and is part of the broader effort to support Mongolia's economic growth and development. The activity's scope encompasses several key areas, including energy policy and regulation, energy market development, and energy security. The initiative focuses on strengthening the capacity of the Mongolian government to effectively regulate the energy sector, promoting a competitive and transparent energy market, and enhancing the country's energy security through improved infrastructure and resource management. The activity also aims to increase access to reliable and affordable energy services for rural and urban communities. During the first year of implementation (March 16, 2022 – March 15, 2023), the activity made significant progress in achieving its objectives. Key accomplishments include the development of a comprehensive energy policy framework, which provides a clear direction for the country's energy sector development. The activity also supported the establishment of a new energy regulatory agency, which is responsible for overseeing the energy market and ensuring compliance with regulatory requirements. In addition, the activity implemented several projects aimed at promoting energy market development and energy security. These projects included the development of a renewable energy roadmap, which outlines the country's strategy for increasing the share of renewable energy in the energy mix. The activity also supported the installation of solar home systems in rural communities, which has improved access to reliable and affordable energy services for thousands of households. The activity's geographic focus is on the entire country, with a particular emphasis on rural areas where energy access is limited. The activity's implementation is guided by a strong partnership between the Mongolian government, international organizations, and local stakeholders. The activity's timeframes are aligned with the country's development priorities, with a focus on achieving tangible results and impacts within the first year of implementation.
