Abstract
The project was implemented from 2006 to 2009, with funding from the United States Agency for International Development (USAID). The project's initial assessment identified key challenges in Armenia's social protection systems, including inadequate pension financing, limited employment services, and insufficient labor protection. To address these gaps, the SPSS Project implemented a range of interventions, including policy and capacity building, technical assistance, and institutional strengthening. In the area of pension reform, the project supported the development of a comprehensive pension policy, which aimed to ensure the long-term sustainability of the pension system. The project also provided technical assistance to the Government of Armenia to improve pension financing, including the development of a pension fund and the introduction of a contributory pension scheme. The project's employment services component focused on strengthening the labor market and improving employment services for job seekers. This involved the development of a labor market analysis, the establishment of model office services, and the provision of active labor market capacity building. The project also supported the introduction of performance management and strategic planning systems to improve the effectiveness of employment services. In the area of occupational safety and labor protection, the project supported the strengthening of the State Labor Inspectorate, which is responsible for enforcing labor laws and regulations. The project provided technical assistance to the inspectorate to improve its capacity to enforce labor standards, including the development of norms and legislation, strategic planning, and exposure to international standards. The project's social assistance component focused on strengthening the social safety net in Armenia, which provides support to vulnerable populations, including the poor, the elderly, and people with disabilities. The project supported the development of a comprehensive social safety net policy, which aimed to ensure that vulnerable populations have access to essential services, including healthcare, education, and social assistance. Throughout the project, the SPSS team worked closely with government agencies, civil society organizations, and other stakeholders to ensure that the project's interventions were aligned with national priorities and needs. The project's success was evaluated through a range of indicators, including the number of people benefiting from pension reform, employment services, and social assistance, as well as improvements in labor market outcomes and social protection outcomes. The project's sustainability was ensured through the development of institutional capacity within government agencies and civil society organizations, as well as the establishment of partnerships with international organizations and donors. The project's legacy continues to be felt in Armenia, where the social protection systems have been strengthened, and the country is better equipped to respond to the needs of its most vulnerable populations.
