Assessment of MEL knowledge management practices at USAID/Colombia MEL platform and MEL working group

Abstract
The assessment’s findings will inform the development of a MEL KM strategy and action plan, in accordance with the Agency’s Knowledge Management and Organizational Learning (KMOL) policy. The assessment included 31 Key Informant Interviews (KIIs) with KM experts and local actors from USAID/Colombia and its MEL Platform. Local staff respondents were actively engaged in identifying assets and challenges, prioritizing recommendations, and suggesting actions to implement the strategy. The research findings highlight that the Mission currently has many formal knowledge assets, including the considerable number of evaluations and assessments, as well as the presence of platforms, learning spaces, and dissemination plans as the key strengths in current KM practices.1 Findings also identify three main challenges to KM for MEL in Colombia: 1) knowledge use, 2) knowledge dissemination and capture, and 3) organizational culture. Main recommendations to address current challenges include taking full advantage of existing platforms and learning spaces, developing concise and interconnected knowledge products to reach busy audiences, sharing the vast amount of knowledge products with a broader range of audiences, and analyzing existing mechanisms for measuring knowledge utilization. To prevent the loss of knowledge during staff and Activity transitions, it is necessary to enhance current practices of documentation, knowledge transfer, and retention. Finally, to prioritize KM, it is essential that incentives be provided that foster staff engagement with KM plan implementation.
