USAID. OFC. OF THE INSPECTOR GENERAL. REGIONAL INSPECTOR GENERAL FOR AUDIT. SINGAPORE
Audits progress of USAID/Bangladesh in achieving its strategic objectives for population as stated in the May 1992 Supplement to the Family Planning and Health Services Project Paper.
1995

Abstract
Audit report covers the period 5/92-3/95. USAID/B has achieved its targets for all four indicators provided in the PP Supplement as measures of achieving its strategic objectives for population: reduction in total fertility rate; increases in the contraceptive prevalence rates for all methods and for modern methods; and increased reliance on clinical family planning methods. In fact, the total fertility rate has dipped to 3.4, versus a target of 3.8. The Mission achieved its targets because it ensured that contractors and grantees implemented as scheduled the purpose-level activities that had been designed to work together to achieve the four program indicators. At the purpose level, the program has sold 154.7 million condoms versus a target of 140 million and increased the prevalence of modern contraceptive methods to 57%, versus a planned 54%. In addition, in April 1995 the Mission developed a strategic plan, which has been approved by USAID/W, replacing the progress indicators of the PP Supplement, while remaining consistent with its goals. Results from the 1996 Demographic and Health Survey will be used to determine targets for the follow-on project, scheduled to begin in 8/97.
