USAID. OFC. OF THE INSPECTOR GENERAL. REGIONAL INSPECTOR GENERAL FOR AUDIT. NAIROBI
Audits the sustainability of three USAID/Botswana projects: the Primary Education Improvement Project II (PEIP II) and the Junior Secondary Education Improvement Project (JSEIP), both of which have concluded, and the Botswana Population Sector Assistance Project (BOTSPA), which is ongoing.
1995

Abstract
Both PEIP II and JSEIP have been sustained beyond their completion dates because: (1) they were designed to meet Botswana"s national development needs, and hence resulted in a national commitment to make institutional changes and provide funding during project implementation and after project completion; (2) the Mission implemented the project in very close collaboration with the Government of Botswana (GOB), thereby fostering local ownership of project activities; (3) USAID and the GOB provided sufficient time and resources, through sequential projects in the education sector, to ensure that local capacities were developed and reforms fully institutionalized; and (4) the Mission had a strong evaluation system which it used to revise project designs and implementation plans, thereby enhancing project sustainability. The Mission has been working to ensure the sustainability of BOTSPA after its 1996 completion date by working with the GOB to improve health care services by providing in-service training to government nurses and family welfare educators and through condom social marketing.
