Abstract
Audit report covers a period ending 12/94. USAID/Ecuador has not established an effective management system for measuring results and hence lacks the information needed to determine the extent to which it has achieved the desired results under its health and population strategic objective. The Mission has established 10 indicators for this objective; some of the desired results have been achieved. However, it would be difficult if not impossible to substantiate to what extent, if any, results were attributable to USAID-funded activities. It is recommended that USAID/Ecuador: (1) further refine the indicators, e.g., by making them quantifiable or at least objectively verifiable and measurable; (2) establish a system for ensuring that the baseline data and results reported in Action Plans are reliable and documented; and (3) review its current portfolio and the 1996-97 Action Plan to ensure their consonance with the strategic objective.
