Abstract
policies and procedures in providing pre- and post-departure support for participants and in properly obligating, expending, and accounting for participant training program funds. The Mission does, however, need to establish better procedures for planning, monitoring, evaluation, and follow-up. One project has financed English language training in the United States rather than in Indonesia, which has cost A.I.D. an additional $367,000 since 1989. Also, the Mission has relied largely on the Indonesian Government to monitor the participants without overseeing these monitoring activities. Since 1989, A.I.D. has spent an additional $5 million on training because the Mission approved training extension beyond A.I.D. limits and the original training plans. The Mission"s records on participants are incomplete, impairing the Mission"s ability to evaluate the program and strategically plan A.I.D."s assistance. (Author abstract)
