Abstract

procedures to ensure that policy reforms were met before funds were released to the Government of Madagascar and that local currency was deposited into special accounts. However, some local currency was not deposited and A.I.D. policies and procedures were not followed to ensure that all local currency was deposited into interest-bearing accounts and programmed and spent in a timely manner.
