Audits USAID/Nigeria"s monitoring of the performance of its HIV/AIDS program as of 6/02.

Abstract
To determine whether the Mission is achieving intended results, the auditors selected two of the six HIV/AIDS indicators contained in its performance monitoring plan: (1) number of condoms sold and (2) proportion of targeted group reporting condom use in the most recent act of sex with non-regular partner. It was found that in 2000, USAID/Nigeria achieved intended results relating to condom sales, the first indicator. However, it was not possible to assess the Mission"s performance relating to the second indicator because the Mission did not set a target for this indicator in 2000. Also, incorrect FY 1999 performance data were reported in the Mission"s R4 (Resource Review and Resource Request). To improve the monitoring and reporting process for its HIV/AIDS program, USAID has drafted monitoring and evaluation guidance that establishes several global targets USAID expects to achieve. USAID/Nigeria has not initiated specific actions to meet the new requirement. Officials said they were unaware of the new requirements prior to the audit. The Mission planned to obtain further clarification from Washington prior to making commitments on its ability to meet the new requirement. (Author abstract, modified)
