Abstract
Audit covers the period 9/87-10/91. While project monitoring and reporting are generally adequate, USAID/P has not monitored host country contributions, and hence does not know whether or not the Government of the Philippines (GOP) is fulfilling its financial commitment. Other concerns for include: (1) instances of misuse of vehicles and of failure to mark them and other equipment with the A.I.D. handclasp; (2) USAID/P"s failure to ensure that no A.I.D. funds expended under host country contracts would be used to pay host country taxes -- as much as $3.2 million may have been committed by A.I.D. to such taxes already.
