Abstract
The project, to be implemented by the Rural Electrification Board (REB), will focus on constructing electric distribution systems, developing rural electric co-ops, increasing the private sector"s capacity to construct distribution systems and manufacture electrical equipment, and facilitating the productive uses of electricity. Some 4,300 miles of electrical distribution line (including 1,960 miles of high-tension [HT], 1,630 miles of low-tension, and 700 miles of rehabilitated HT), 14 sub-stations, and connections of 62,100 meters serving some 4,495 irrigation pumps, 1,090 rural industries, and 145,000 homes, businesses, and community facilities will be constructed in the areas served by the 13 Rural Electric Societies (PBS"s) developed under project 3880021 and in 20 new PBS"s to be developed under this project, four of which will be funded by A.I.D. The REB staff will be increased from 396 to 453 and consultant assistance will be continued in key areas. The REB and the consultant will continue to promote PBS autonomy by providing PBS personnel with extensive management and technical training, written guidance, and on-the-job technical assistance. They will also create a model PBS - as well as model engineering and construction firms - which will in turn provide on-the-job training to similar organizations. Also, the REB training institute will continue formal staff training and the PBS"s will train some 6,000 electricians. Select PBS personnel will make study trips to the Philippines and may receive U.S. or Philippine on-the-job training. The REB and the consultant will also supervise the design and construction work of local contractors, while the operations of private firms currently involved in electrical system design, construction, and service will be expanded and new firms will be contracted and trained. Programs to promote the productive uses of electricity, especially for irrigation and rural industries, will be implemented, with a focus on assuring an adequate supply of electric motors and an effective in-country electrical commodity distribution and service system. The Bangladesh government will provide credit to consumers to purchase electric motors and related irrigation equipment.
