Abstract
PES covers the period 8/78-12/82 and summarizes an attached final internal evaluation (XD-AAP-556-A). The high cost and betimes unsatisfactoriness of TA services provided by Westinghouse Health Systems led CARICOM to cancel the contract and assume responsibility for TA provision itself. As a result, the project had to be extended to 12/83 and additional funds granted to CARICOM. Although only three of the four planned training packages were completed due to time and financial constraints, the number of persons trained (1,342) exceeded the target (700). Stated measures of goal achievement were too general to allow a meaningful assessment of the project"s impact, although trends have been in the direction predicted. Substantial increases in TA and management training and a deeper understanding of civil service policies and sociocultural factors are needed if major organizational changes in the MOH"s are to come about. Reorganization at lower, e.g., district, levels, on the other hand, was achieved with surprising rapidity due to the Ministries" possession of the authority to mandate it and the active involvement in the reorganization process of those affected by it.
