With the official unemployment rate for South Africa"s Black population at 41.1%, the need for Black economic empowerment in a post-apartheid South Africa is becoming increasingly apparent.

Abstract
This study identifies those sectors or subsectors of the country"s economy which hold the most potential for such empowerment. Chapter 2 discusses the ways in which previously disadvantaged populations can be empowered economically and describes general constraints to Black empowerment, while Chapter 3 examines the structure of the economy and suggests a number of ways to counter general constraints to economic growth. A sectoral analysis in Chapter 4 reveals four high-potential subsectors -- manufacturing, building, finance and business services, and tourism and retail trade -- which are subjected to in-depth analysis, including specific constraints and suggested interventions, in the study"s concluding chapters. The poor base of quantitative, statistical data on South African institutions is acknowledged as a major limitation in study findings.
