Abstract
The project focused on load research, which is essential for developing accurate pricing and cost allocation models. Load research involves the collection and analysis of data on energy consumption patterns to determine the demand for electricity. The project brought together experts from various countries, including Portugal, the United States, and Bosnia and Herzegovina, to share their experiences and knowledge on load research. The presentations covered various aspects of load research, including the benefits of load research, the Portuguese case study, technical aspects of load research, and the organization of load research. The presentations highlighted the importance of load research in developing accurate pricing and cost allocation models. Load research provides essential information for tariff design, demand side management, and transmission and distribution planning. The project also emphasized the need for harmonization of load research processes between stakeholders to ensure transparency and consistency in the results. The project identified several benefits of institutionalizing load research in BiH, including improved tariff design, the possibility of developing and implementing a demand side management and demand response program, and more information for transmission and distribution planning, general development planning, and generation scheduling/system dispatch. The project proposed several next steps, including requiring load research and regulation by regulators and implementing it in BiH. Load research will provide regulators with sufficient information to develop pricing and allocate costs incurred by customers in a more accurate way, improving the tariff design process and eliminating cross-subsidization between different customer groups. The project also emphasized the need for joint activities and dialogue between the electricity providers (EPs) and regulators to analyze load research in BiH and harmonize the load research processes between stakeholders. The project's findings and recommendations have significant implications for the energy sector in BiH. The implementation of load research and regulation will require close collaboration between the EPs, regulators, and other stakeholders to ensure a successful outcome. The project's recommendations provide a framework for the development of a load research program in BiH, which will help to improve the accuracy of pricing and cost allocation models and promote energy efficiency in the country. The project's focus on load research and regulation is critical for the development of a well-functioning energy market in BiH. The accurate pricing and cost allocation models developed through load research will help to eliminate cross-subsidization between different customer groups, promote energy efficiency, and ensure a stable and reliable energy supply. The project's recommendations provide a roadmap for the implementation of load research and regulation in BiH, which will help to achieve these goals and promote the development of a well-functioning energy market in the country.
