Bosnia and Herzegovina (BiH) Regulatory and Energy Assistance Project (REAP) Time Schedule for the Case Study

The project is implemented by Advanced Engineering Associates International, Inc. under USAID Contract No. EPP-I-00-03-00004-00, Task Order 5. The project's case study schedule outlines a series of actions and milestones to be achieved between October 2011 and June 2012. The schedule is divided into several tasks, each with specific objectives and deadlines. Task 1 involves a kick-off meeting to divide the case study into legal, technical, and commercial teams, which will review the time schedule for the case study. Task 2 focuses on licensing, with the consultant considering licensing questions in the case study and determining the process for work and the date of the next meeting to discuss barriers to the licensing process. The commercial team will review all work, while the legal team will determine the legal framework gaps and the process for work. Task 3 involves contracts, with the consultant considering contract issues in the case study and determining which contracts can be drafted at this time. The commercial team will review drafts for the Power Purchase Agreement and Third Party Access Contracts, while the legal team will determine the nexus with Conditions of Supply and Connection Contracts. The project's schedule also includes tasks related to licensing and contracts, default suppliers, measurement, balancing, and ancillary services. Task 9 involves a legal gap analysis to review relevant laws, regulations, and other documents to determine which laws and rules should be written and amended. Task 10 provides a written legal and commercial gap analysis, while Task 11 involves a presentation to stakeholders on processes, challenges, and implementation steps. The project's geographic focus is on Bosnia and Herzegovina, with the aim of improving the country's energy regulatory framework.
