Evaluates Housing Guaranty (HG) project benefitting the rural poor in Botswana.

Abstract
Final regular evaluation covers the period 5/79-11/80 and is based on a review of project documents, especially the logframe, and informal surveys. Broadhurst II was developed basically as planned and should be replicated in other LDC"s. To date, 300 of 340 ha have been developed and 650 of 1,200 targeted building materials loans (BML) and loans for roads and drainage construction were provided. Some 400 houses (22% of the total lots financed by the HG) have been completed, and completion of 75% (or 1,400) of the housing units is expected by the end of CY81. All 1,855 plots financed by the HG were serviced. The Gaborone Self Help Shelter Association (SHHA) is now fully staffed and functioning and has implemented several management systems and established institutional linkages within Botswana"s shelter sector, although turnover of senior SHHA members has hampered its operations. The implementation agreement should be amended to allow unused infrastructure and BML funds to be used for other purposes agreed to by both AID/W and the Government of Botswana. The Ministry of Finance Officer should be put in charge of funding, and Ministry of Local Government and Lands Officer should be given authority in the design, construction, and operation of schools, clinics, and commercial centers. These functions must be given high priority. Batswana housing and urban development personnel must undergo further preparatory and on-the-job-training and should not be transferred so freely to other sectors. The Town Treasurer"s Department, SHHA, and Town Clerk"s Department should continue to improve their coordination, procedures, and staff training in order to increase the collection of monthly service levies, BML repayments, and processing of delinquency claims and to enable them to provide appropriate service delivery to Broadhurst II inhabitants. The implementation agreement annexes should be reviewed in light of the changes in the Certificate of Rights and BML Agreement. The limit on BML"s should be increased from $720 to $960.
