Audits USAID assistance from 6/30/69 to 3/31/72 to improve the effectiveness of the Lao National Police (LNP).

Abstract
The Audit included a review of pertinent records as well as discussions with responsible officials. Project was administered by the USAID Public Safety Division (PSD). The review showed that the construction of certain facilities was not adequately planned or monitored. PIO/T"s for construction of a LNP Academy were initiated during 1967. However, a master plan describing present, pending, and planned construction was not prepared until 6/70 -- after $189,000 of the $525,000 USAID funds alloted for construction had already been expended. The lack of a master plan and firm engineering designs resulted in delays, increased costs, and frequent changes. For example, USAID funds were subobligated for construction of a maintenance building, an administration building, service roads, fire prevention systems, drainage systems, and sidewalks. Two years later (as of 4/30/73) construction had not begun on these facilities. Instead, plans are being prepared for the construction of a much larger administration building resulting in increased costs, elimination of the maintenance building, and scaling down of other planned facilities. The host country was to provide police salaries and operational expenses. However, RGL funds for operational expenses were substantially less than the $l85,000 agreed upon ($116,515 in FY71 and $119,415 for FY72). USAID should ensure that the RLG provides these funds. Additional costs to RLG upon termination of USAID assistance should be determined and phased into its budget over the next two years. Many of the USAID-financed vehicles and communications equipment were either deadlined for repair for long periods or cannibalized because of age and lack of spare parts. Situation is being reviewed by PSD officials. The auditors also recommend that LNP dispatch vehicles on a trip-ticket basis (utilizing USAID-financed motor pool facilities) rather than assigning them to specific officials or particular police services.
