Abstract
PVO"s: Save the Children Federation (SCF); World Vision (WV); Christian Children"s Fund (CCF); Catholic Relief Service (CRS); and CARE. All but CCF receive some financial support from A.I.D. presented on each PVO. WV and SCF emerge as models of community participation for other PVO"s, and both are discussed at length. Included in the SCF chapter is a candid analysis of eight evaluations (failures as well as successes) of community-based integrated rural development projects implemented between 1979 and 1983. The chapter on WV includes: a discussion of how fundraising can negatively affect community participation; and a look at the Maasai People"s Program in Kenya, an attempt to make a large project participative. The chapter on CARE, also lengthy, was prepared by a CARE staffer and includes the PVO"s policy statements, strategies and plans by program and office, and accounts of actual experiences. Briefer chapters on CRS and CCF consist mostly of their policy statements on community participation. (Author abstract, modified)
