This paper reviews food insecurity in the Latin America and Caribbean (LAC) region, identifies lack of access as the root cause of the region"s food insecurity, and provides a rationale to guide USAID in targeting assistance to the LAC countries with the greatest food insecurity.

Abstract
The paper includes: (1) a proposed food security goal for the LAC Bureau; (2) a list of priority countries, selected based on an analysis of food security indicators; (3) and a set of priority activities that the bureau and missions can use to adjust their programs to better address food insecurity in the priority countries.
