Abstract
The note provides options and recommendations for (1) developing a framework that identifies the costs of safe motherhood services at the different levels of the district health system in South Kalimantan, as well as costs for pregnant women and their families; and (2) developing selected aspects of a research design for cost-effectiveness analysis. The planned research design would integrate data collection for both cost and effectiveness measures. This note also suggests ways in which a second and equally important issue could be examined -- the financial sustainability of the MOH"s plans to stop paying salaries to recently trained community-based midwives, in effect, to require that their service delivery becomes self-financing.
