Abstract
This final evaluation covers the period 7/78-7/79. No methodology is indicated. Educational Testing Service (ETS) was contracted to carry out this project and performed all tasks in a highly satisfactory manner within both the budget and time schedules. These tasks included: performing a literature review on cost methodologies in nonformal educaton; developing theoretical models and case studies in consultation with international experts and LDC specialists; and preparing an initial draft of the cost manual. During the second phase, the draft manual was tested through workshops conducted by ETS personnel and LDC counterparts in Kenya, Tanzania, Indonesia, and Guatemala. Based on reactions to the workshop and comments on its results, a final manual entitled "Cost Methodologies: Nonformal Education" was prepared by ETS and reviewed and accepted by AID/DS/ED, as was a plan for distribution of the manual by the contractor. Final action to be taken is the development of a worldwide plan for DS/ED distribution of 2,000 copies of the manual to AID/W, USAID"s, and LDC recipients. Pending availability of funds, a Spanish version, already prepared, can be published and distributed at a later date.
