Abstract
The Ministry of Health (MOH) plays a crucial role in the CIP development process, providing leadership and oversight based on the government's priorities. The MOH Focal Point chairs the CIP Task Force, which includes the Project Manager and other key stakeholders, usually selected from an existing National FP Technical Working Group (FP TWG) and/or development partners and influential family planning experts in the country. The MOH Focal Point is responsible for reviewing the CIP development roadmap and securing approval from the government for the proposed timeline and staffing. They also identify and make available technical and financial assistance, as needed, and chair the CIP Task Force to ensure that all groups are sharing information and aligning their programming to the government's priorities and plan. Additionally, the MOH Focal Point chairs all stakeholder meetings and workshops, reviews evidence from partners on which interventions are making progress and are the most effective, and liaises with and facilitates optimal engagement of other key MOH departments, government institutions, and relevant ministries. The Project Manager is responsible for the day-to-day running of the entire CIP development process and works with the Technical Support Team (TST) and MOH Focal Point to ensure that the project has adequate technical and financial resources and is executed in a timely manner. The Project Manager engages/recruits a Team Leader and supports them to manage implementation of the roadmap for the CIP development process, provides overall coordination, communication, and logistical support for the entire development process, and supports the MOH Focal Point to identify and make available technical and financial assistance, as needed. The Technical Support Team (TST) comprises members from organizations providing technical assistance and supports the plan's development and contributes to implementation planning. The TST is headed by the Team Leader, who reports to the MOH Focal Point and has considerable expertise in family planning and in-depth understanding of the country context. The Team Leader works with the TST to develop and maintain a detailed roadmap for the fulfillment of task deliverables throughout the CIP development process, coordinates and manages inclusive decision-making processes throughout the CIP development process, and gathers all information required for developing the technical and costing strategy. The development of a CIP requires a team with diverse skills and expertise, including FP technical knowledge, costing and budgeting experience, monitoring and evaluation knowledge, productive working relationships with the MOH and implementation partners, ability to motivate team members and manage progress, and ability to dedicate time to the process. The CIP development process involves a range of stakeholders and technical experts, including the MOH, development partners, and influential family planning experts in the country. The process requires a systematic and highly participatory approach, with a focus on ensuring that all groups are sharing information and aligning their programming to the government's priorities and plan. The CIP development process involves several key steps, including stakeholder mapping, analysis, and engagement, coordination and communication among the CIP team members, including the strategic advisory groups and FP TWG, and management of communications among partners, donors, and the MOH. The process also involves the development of a technical strategy narrative and associated implementation plan, coordination and management of the CIP stakeholder review process, and incorporation of reviewer comments/drafts. The final CIP is then launched at national and regional events, and a dissemination plan is developed and implemented to ensure that the plan is widely available and accessible to all stakeholders. The development of a CIP is a critical step in ensuring that family planning initiatives are implemented effectively and efficiently. The CIP provides a roadmap for the implementation of family planning programs, outlining the key interventions, strategies, and resources required to achieve the desired outcomes. The CIP development process requires a team with diverse skills and expertise, and a systematic and highly participatory approach to ensure that all stakeholders are engaged and aligned with the government's priorities and plan.
