Abstract
and its predecessor agencies have funded programs to strengthen agricultural research, extension, and/or education (Ag REE) in the Latin American and Caribbean (LAC) region. This 2-volume report reviews and assesses this assistance in regard to Ag REE"s current status in the region, with the objective of identifying directions for future A.I.D. assistance in the sector. Volume I is a technical report and comprises 7 chapters. Chapter 1 reviews the development status of the LAC region, with particular emphasis on the extent of poverty, LAC Bureau objectives, and the role of Ag REE in addressing those objectives. Chapter 2 reviews funding trends from FY84 to FY91 in A.I.D./LAC"s Agriculture, Rural Development and Nutrition (ARDN) portfolio; the chapter analyzes trends in A.I.D. funding and provides an overview of other donors" activities. Chapter 3 reviews A.I.D. program and project documentation to identify the principal variables that defined the evolution of A.I.D."s Ag REE strategy and project approaches in the 1980s. Chapter 4 analyzes LAC Mission assessments of the status of Ag REE, while chapter 5 uses Mission responses to an A.I.D./W survey to describe each Mission"s strategy, program, and plans for strengthening Ag REE. Chapter 6 discusses the need for a demand-driven Ag REE system, the essential conditions for establishing a demand-driven agricultural technology generation and transfer (TG&T) system, and the key functions of such a system in an Ag REE environment. Chapter 7 identifies a range of options open to A.I.D. for facilitating the emergence of demand-driven Ag REE systems. Volume II of the report presents six annexes: (1-2) reviews of the Ag REE components of LAC Country Development Strategy Statements (CDSSs) and of agriculture and rural development portfolios; (3-4) a survey of Mission Ag REE projects and programs, and case studies of Mission responses to the survey; (5) a summary description of key Ag REE organizations in LAC countries; and (6) reflections on the Technical Advisory Committee paper on the relationships between Consultative Group on International Agricultural Research (CGIAR) centers and national research centers.
