Abstract
The guidelines are intended to cover the minimum design requirements relating to tourist accommodation facilities, to help designers and builders create facilities that are functional and aesthetically acceptable by tourists. The guidelines are designed to cater to the needs of designers-investors-builders involved in development and design of tourist accommodation facilities and to address the minimum design standards and norms based on existing regulations, local building tradition, and best international practices. The guidelines are also intended to provide a unified Sri Lankan standard code of practice to enforce complete spectrum of design, construction, and compliance requirements for building. The guidelines are divided into several sections, including introduction, design concepts, general principles, and green building design. The introduction section provides background information on the guidelines, objectives, and how to use them. The design concepts section covers various aspects of tourist accommodation facilities, including architectural brief, design concept and inspiration, tourist accommodation facility areas, site, guestrooms, dining room, restaurant, kitchen, staff lockers, bathrooms, and external spaces. The general principles section outlines technical norms, comfort parameters, and safety parameters for tourist accommodation facilities. The technical norms section covers building codes, zoning regulations, and other technical requirements. The comfort parameters section includes climatic comfort, visual comfort, and acoustic comfort. The safety parameters section covers accessibility, fire protection systems, and other safety requirements. The green building design section provides guidelines for designing tourist accommodation facilities that are environmentally friendly and sustainable. The section covers location, orientation, ventilation, and renewable energy. The guidelines also provide information on cost and budget parameters, development conditions and setbacks, and tourist classification system in Sri Lanka. The guidelines are intended to provide a comprehensive framework for designing and building tourist accommodation facilities in Sri Lanka that meet minimum design requirements and international standards. The guidelines are subject to input and comments from stakeholders and are intended to be a living document that will evolve over time. The guidelines are developed for the Investor Relations Unit of the Sri Lanka Tourism Development Authority (SLTDA) and are intended to support the USAID SAIL project.
