Abstract
Based on this study, USAID/Colombia requested the design of a Social Tolerance of Violence Against Women (VAW) Indicator to enhance the Generating Equity Program’s (GEP) monitoring and evaluation process. Additionally, the indicator would support the collection of information on gender cultural factors that determine individual behaviors in the Activity"s sphere of influence. Based on a Violence Against Women (VAW) Survey 1 conducted in 2020, the MEL Activity considered the following two criteria in identifying suitable analytical categories and factors to design the indicator: 1. The availability and accessibility of microdata from the VAW survey and the cluster analysis conducted as part of the 2021 Study on Social and Institutional Tolerance of Violence against Women. 2. The methods employed to construct the indicator should help replicate the indicator at the individual level as a part of the Generating Equity Program’s monitoring processes and to measure changes related to tolerance to VAW over the life of the project. Based on these criteria, the Social Tolerance of VAW Indicator is designed as a scale to measure the cultural factors that may affect women´s economic empowerment (WEE) and gender-based violence (GBV) in PDET regions. Consequently, the Social Tolerance of VAW Indicator provides information that will serve as an input to the GEP AMELP and its intermediate results (IR).
