Abstract
The purpose of the paper is to provide guidance to project designers and implementers on the design and implementation of decentralization programs in the water and sanitation sector. This document does not provide guidance on whether or not to decentralize; rather, it focuses on how decentralization should be accomplished. The central premise of the paper is that successful decentralization requires redefining central government functions and strengthening local or provincial structures. (Excerpt)
